HISTORY OF OUR MOTHER OF PERPETUAL HELP PARISH DASMARIÑAS BAGONG BAYAN

In 1961 the People’s Home site and Housing Corporations acquired a 234-hectare lot in Dasmariñas, Cavite. The Presidential Assistant on Housing and Resettlement Agency (PAHRA) started the development of the land for the housing project of the government in 1971 – the birth of Dasmariñas Resettlement Area. Area A1 was the first community being formed in the Dasmarinas Resettlement Area. Initial settlers number about 1,280 families.
On September 19, 1973 President Ferdinand E. Marcos signed the Executive Order No. 419 forming the Task Force on Human Settlement. Under the general guidelines formulated by the United Nations Environment Program for Human Settlements, the task Force was directed to develop a national framework that would become a general scheme for development, as well as a program for national housing. In 1975, President Marcos designated a 234-hectare site in Dasmarinas Cavite (acquired fourteen years previously by the now defunct People’s Home site and Housing Corporation) as the ideal location for the country’s pilot model for viable human settlements. On October 15, 1975 the National Housing Authority (NHA) was created, merging the functions and resources of the PHC and NHC as a government owned and controlled corporation under PD 757 dated 31 July 1975. The NHA took over and integrated the functions of the abolished agencies – PHHC and the 6 other housing agencies.
On the other hand, the Catholic Bishops’ Conference of the Philippines (CBCP) in 1972 formed the Episcopal Commission on Migration and Tourism (ECMT), in order to answer the growing spiritual, pastoral and social needs of people on the move. The Bishop of the Diocese of Imus, Most Rev. Felix P. Perez, D.D. and the Chairman of the Episcopal Commission on Migration and Tourism, Most Rev. Mariano Gaviola,D.D. (Military Ordinariate) took the initiative in responding to the situation of the first families being relocated to Dasmariñas Resettlement Area. Bishop Perez instructed Rev. Fr. Pedro D. Arigo, the Parish Priest of Immaculate Conception Parish in Dasmariñas town proper, to provide spiritual and religious services to the said families. With the pastoral expertise of the RVM Sisters and Fr. Arigo, the families at Area A1 were given the basic spiritual formation through BUKLURAN – a BEC program. In 1973, Bishop Gaviola through the ECMT provided the initial fund of seventy thousand pesos (Php 70,000.00) for the construction of Church building and a rectory which was supervised by Fr. Arigo. On June 29, 1974, Bishop Felix ordained Rev. Fr. Cesar Reyes and assigned him as Parochial Vicar of Immaculate Conception Parish. Fr. Arigo then started the process of forming Area-A1 as new Pastoral Center of Dasmariñas with Rev. Fr. Cesar Reyes as pastor. Fr. Cesar and the RVM Sisters faced all the challenges in answering the needs of the families being relocated since the area lack the necessary facilities and services that should be provided by the government. BUKLURAN or BCC and livelihood projects were instrumental in forming these relocated families into a Christian Community. Eventually on April 17, 1978 Most Rev. Felix P. Perez erected the Parish of Our Mother of Perpetual Help (Ina ng Laging Saklolo) covering the entire Dasmariñas Resettlement Area and installed Rev. Fr. Cesar Reyes as its first Parish Priest. It was on this same year that the Resettlement Area was given the name Dasmariñas Bagong Bayan.
